Arrests and releases in February 2021

The Syrian Human Rights Committee documented in its report on the arrests in February 2021 that the regime forces arrested 21 people, the Syrian Democratic Forces arrested 24 people, and the opposition National Army arrested one person.

During the month, SHRC also documented the arrival of information to the families of six detainees in the regime’s prisons, of their deaths under torture, in addition to the death of one detainee under torture in the prisons of the Syrian Democratic Forces and another in the prisons of the Headquarters for the Liberation of Al-Sham.

This month, the committee documented the release of 71 detainees from the prisons of the regime, one detainee from the prisons of the Syrian Democratic Forces and another from the prisons of the Headquarters for the Liberation of Al-Sham.

First: the arrests

  1. The Syrian Regime

From January 31st  to February 2nd , the Syrian regime forces carried out a raid and arrest campaign in the Janoub al-Malaab neighbourhood in the city of Hama. During the campaign, 9 civilians were arrested, for writing anti-Syrian graffiti on some walls in the neighbourhood, and were driven to an unidentified destination.

On 7/2/2021, a regime forces checkpoint near the town of Uqayribat in the eastern countryside of Hama Province arrested Ahmed Saad Al-Din Al-Hamoud, a resident of the town, and was driven to an unidentified destination.

On February 9, 2021, a Military Security checkpoint arrested Khalil Ibrahim Mustafa Al-Asafra, who carried a “reconciliation card.” He was released on 26/2/2021.

On February 10, 2021, a regime forces checkpoint on the outskirts of the city of Izraa in the eastern countryside of Daraa Province arrested 7 civilians who had previously normalised their security situation, all of them from the village of Al-Baqaa in Daraa Province, and they were taken to an unidentified destination.

On February 16, 2021, a political security checkpoint near the town of Sahnaya, west of the Damascus countryside Province, arrested Walid Khaled al-Hallaj, a 22-year-old from the village of Kanaker in the southwest of Rif Dimashq, and was driven to an unidentified destination.

On 24/2/2021, regime forces arrested Falah Al-Abdullah from the village of Al-Ajarf in the countryside of Daraa, and was driven to an unidentified destination.

On 25/2/2021, members of the air security forces in Dael city in the northern suburbs of Daraa Province arrested Muhammad Walid Al-Hamidi, a resident of the eastern Al-Maliha town in the northeastern countryside of Daraa Province, and was driven to an unidentified destination.

  1. Syrian Democratic Forces (SDF)

On 4/2/2021, members of the Kurdish Syrian Democratic Forces arrested Ali Saleh Al-Wakaa, a media activist from the city of Abu Hamam in the Al-Shaitat area in the eastern suburbs of Deir Ez-Zor Province. He was arrested in Hajin Hospital in the city of Hajin, in the eastern suburbs of Deir Ez-Zor Province, while a delegation of the International Coalition was in the hospital to inspect the hospital rehabilitation.

On 6/2/2021, members of the Syrian Democratic Forces carried out a raid and arrest campaign in the city of Amuda in the northern suburbs of Al-Hasakah Province, and 5 teachers were arrested, for teaching an educational curriculum that contradicts the curriculum imposed by the SDF in their areas of control, and were driven to an unidentified destination.

On 7/2/2021, members of the Syrian Democratic Forces carried out a raid and arrest campaign in the town of Rumaylan in the northeastern countryside of Al-Hasakah Province, and 6 teachers were arrested for teaching an educational curriculum that contradicts the curriculum imposed by the SDF in their areas of control, and were driven to an unidentified destination.

On 7/2/2021, members of the Syrian Democratic Forces arrested Khaled Al-Jaber, from the village of Mu`ayzila in the northern suburbs of Deir Ez-Zor Province, after they raided his home in the village, and was driven to an unidentified destination.

On 11/2/2021, members of the Syrian Democratic Forces carried out a raid and arrest campaign in the village of Al-Tayyana in the eastern suburbs of Deir Ez-Zor Province, and three civilians, including a child, were arrested and were driven to an unidentified destination.

On 22/2/2021, members of the Syrian Democratic Forces arrested Majed Ismail Al-Tran, the general coordinator of the Weam Project in the Raqqa Province, and the former director of the Syrian Arab Red Crescent branch in the Raqqa Province, and his pharmacist brother Fawaz, after they raided their homes in Al-Wadi Street in the city of Raqqa. On the same day, they arrested ten other members of their family, including a woman, in the village of Bayoud, northwest of the Raqqa Province, and were driven all to an unidentified destination.

On 22/2/2021, the Syrian Democratic Forces carried out a raid and arrest campaign in the village of Abu Shajarah in the town of Mansoura in the western suburbs of Raqqa Province, and during the campaign, 8 civilians, including two children, were arrested on charges of attacking an SDF patrol in Abu Shajarah village, and they took them to a destination. Unidentified.

  1. The National Army

On February 10, 2021, members of the National Army arrested Mahmoud Muhammad Mahmoud, from the village of Kafr Safra in the city of Afrin in the northern suburbs of Aleppo Province, when he was 18 years old, and was driven to an unidentified destination.

Second: death under torture

  1. The Syrian Regime

On 1/2/2021, the family of the detainee of the regime forces, Bilal Abdul-Razzaq Da`as, learned of his death under torture. He is from the Jurat al-Shiyah neighbourhood in Homs. The Syrian regime forces arrested him in 2016, when he was passing by one of its checkpoints in the city of Homs, when he was 30 years old.

On 3/2/2021, the family of the detainee of the regime forces, Muhammad al-Hilu, learned of his death under torture. He is a government employee in the railway sector, from the town of Hayyan in the northern countryside of Aleppo Province, aged 53 years. The Syrian regime forces arrested him in 2015 in front of Al-Razi Hospital in the city of Aleppo.

On 5/2/2021, the family of the detainee of the regime forces, Hussam Al-Razzaq Al-Alawi, learned of his death under torture, and he is from the town of Al-Zer in the countryside of Deir ez-Zor Province, and he was arrested in 2014.

On 9/2/2021, the family of the detainee of the regime forces, Yassin Ali Al-Ghazali, learned of his death under torture. He is a former fighter in the ranks of one of the factions in the armed opposition, from the village of Qarafa in the eastern countryside of Daraa Province. The Syrian regime forces arrested him in 2019 in the city of Damascus, and he was among those who normalised their security situation earlier.

On 17/2/2021, the family of the detainee of the regime forces, Muhammad Hussein al-Zoubi, learned of his death under torture. He is a former fighter in the ranks of one of the armed opposition factions, from the town of Al-Musifra in the eastern countryside of Daraa Province. The Syrian regime forces arrested him in January 2019, when he passed one of its checkpoints in the city of Homs while he was on his way from the city of Daraa to Idlib, noting that he was the one who had previously normalised their security situation.

On 20/2/2021, the family of the detainee of the regime forces, Ahmed Al-Mansour, learned of his death under torture, and he is from the town of Mahajja in the northern suburbs of Daraa Province. He was arrested by the Syrian regime forces in January 2015 in the city of As-Suwayda.

  1. The Syrian Democratic Forces

On 18/2/2021, the family of the detainee of the Syrian Democratic Forces, Nasser Muhammad al-Ilka, received his body after his death under torture. He is from the city of Al-Hasakah. The Syrian Democratic Forces had arrested him in September 2020, after they raided his house in the Al-Salhiya neighbourhood of al- Al-Hasakah city, and was driven to one of its detention centers in Al-Hasakah Province.

  1. The Liberation of Al-Sham (HTS)

On 3/2/2021, the family of the detainee of the Liberation of Al-Sham, the child Hussein Muhammad Al-Aloush, learned of his death under torture. He is from the village of Iblin in the southern suburbs of Idlib Province, and resides in Sarmada in the northern suburbs of Idlib Province, at the age of 16 years. The Liberation of Al-Sham had arrested him on January 20, 2021, in Sarmada, and was driven to one of its detention centers.

Third: The releases

  1. The Syrian Regime

On 4/2/2021, the regime forces released Ali Al-Awad Al-Radwan and Makki Ahmed Al-Huwaish, after being arrested for nearly seven years. They spent most of the period in Sednaya prison. They are from the town of Al-Jardhi in the countryside of Deir Ez-Zor Province.

On 7/2/2021, the Syrian regime forces released 58 detainees. And those released are:

On February 13, 2021, the Air Force Intelligence released Daoud al-Kurdi, after being arrested for about three months.

On 21/2/2021, the Syrian regime forces released Issam Aqil Ghazi Al-Olayan, who is from the town of Busra al-Harir in the countryside of Daraa province, after being arrested for about two years.

  1. The Liberation of Al-Sham (HTS)

17/2/2021, The Liberation of Al-Sham released the American journalist Bilal Abdul Karim, and the security apparatus of the organization had arrested him on 13/8/2020.

  1. The Syrian Democratic Forces

On 11/2/2021, the Syrian Democratic Forces released Walid Abdul-Latif “Abu Ahmed Al-Maarawi” after being arrested for three years.
