The Syrian Human Rights Committee (SHRC) documented the occurrence of 42 massacres in February 2016, 20 of which took place in Aleppo, five in rural Damascus, four in Homs, three in Al-Hasakah, two in Ar-Raqqah, two in Daraa, and one in Deir ez-Zor.

Russian war planes committed 29 of these massacres, whilst seven were committed by regime forces and one was committed by ISIS. Two massacres were committed by battalions of the armed opposition, and one was committed by forces of the international alliance. However, the perpetrators of two massacres- in which two cars bombs exploded on 21/2/2016 in Homs and Damascus- are unknown, although regime based media accused ISIS of being behind the attacks. SHRC has not found any official endorsement from ISIS claiming responsibility for the attacks.
