Documenting the killing of 101513 victims

The context:

First: Introduction:
Syrian Network for Human Rights considered one of the most prominent United Nation’s sources in documenting non-international armed conflict’s victims in Syrian, and depended by many human rights organizations, and Arab and international news agency.
SNHR documentation policy depends on document name from at least two different sources unconnected with each other .
SNHR doesn’t issue any statistic without supported files contain very precise details of each death case fully identified by the name of the victim , as well as the date and location of death.
about documenting victims that SNHR was not able to get their names for many reasons, mostly because of body deformation, or killed in far place of their original resident . in this case SNHR doesn’t accept to add any victim, unless there was a video or photo, then documenting unknown victims according to the accurate number.

SNHR documenting civilian victims who killed by government forces or armed rebels , where there is good potential to communicate with them and apply SNHR’s criteria and standards.

Syrian Network for Human rights doesn’t document government forces’ death including security forces and Shabiha owing the impossibility to communicate with them, because the ban imposed on all Syrian rights groups including Syrian Network for Human Rights, therefore can’t apply any criteria in documenting the dead militiamen and security forces of government forces, not to mention that Syrian Government by itself don’t do that and there is no independent governmental authorities to do it, the Syrian Government has provided the United Nation by 2469 name in 2012 when the United Nation issued the statistic of 60.000 dead and didn’t provide them with any files later.

Second: Civilian victims killed by government troops
Since the beginning of Syrian uprising in March 2011 to 21/8/2013 , SNHR documented by name, place, cause of death, and photo or video, the killing of 101513 people, 89664 of them are civilians ( 88% civilian victims ) , which is a very high rate, in World War 2 the proportion of civilian victims were 4/57%.

Among the 89664 civilians’ victims : 10914 children, the proportion of child victims is 12% , which is a very high figure and indicate the deliberate targeting and systematic killing of the civilians .

Among the89664 civilians’ victims : 9911 women, the proportion of women victims is 11% , which is a very high figure and indicate the deliberate targeting and systematic killing of the civilians .

2964 victims have been tortured to death in prisons and detentions , where they subjected to very violent torture leading to loss of life.

In Syria , each hours 6 citizen killed by Government’s Troops , with a daily average of 135 citizen

Every two hours a child killed

Every three hours a women killed

As a reference this what we were able to document by name , location, , photo and video within the available possibilities under embargo and censorship imposed by the Syrian Government , although our estimation suggest that the real number of victims could reach fold of this number.

Third: Armed rebel killed by government troops:

During clashes and fighting between armed rebel and government forces 11849 of armed rebel have been killed, the real numbers in this field maybe more than that and because the great difficulty in getting the names and photos of the victims during battles, and the difficult of presence of SNHR’s member or associate with them in all fighting in various Syrian governorate.

The proportion of armed rebels’ victims is 12%

Fourth: Civilian killed by Armed Rebels

Syrian network for Human Rights documented the civilian victims who were killed by armed groups independently from the archive of the victims (civilians or armed rebels) killed by Government forces.

SNHR documented the kill of 118 civilian citizens in all of the Syrian Governorate including 22 children and 9 women, the following link show all details:

Legal conclusions :
We conclude with Undoubted Evidence about of the systematic and widespread methodology of Syrian Government in targeting and killing civilians, committing crimes against humanity
2- Syrian Government Armed Forces committed these extensive systematic crimes in non international armed conflicts , so it is considered as a war crimes
3- Syrian government by killing and targeting civilians violated both International Human Rights Law and International Humanitarian Law

Recommendations :
Syrian Governments
1- Immediately stop all human rights’ violations.
2- Respect international obligations of protection of civilians in time of war, and respect for rules of international humanitarian law and international human rights law

International Commission of Inquiry :
The International Commission of inquiry must live up to the expected level and give an accurate description of violations committed by the Syrian Government’s Armed Forces against the Syrian people

Human Rights Council :
1- Demand the Security Council and the concerned international institutions to hold their responsibilities of what’s happening for the Syrian People of killing , rape , displacement , and arrested
2- Pay more and Serious attentions of torturing death cases which considered as the worst type of crimes at all
3- Pressure on the Syrian Government Troops to stop torturing and killing and release all kidnapped and arrested
4- Hold alias and supporters of the Syrian Government Troops : Russia , Iran and China , the moral and physical responsibilities for what’s happening to the Syrian people
Security Council :
1- Decision to refer all the criminals and the involved to ICC
2- Warn the Syrian Government Troops of there percussions of using brutal methods on the stability of civil peace and coexistence between the people of the same society
3- Insert Syrian National Army , and Shabiha troops loyal to Syrian Government’s Armed troops , and Lebanese Hezbollah on the international terror list
Arab League :
1- Demand Human Right Council and United Nations to give a serious and right attention of stop daily killing
2- Political and diplomatic pressure on the Syrian Government Troops ‘s main allies-Russia, Iran and China -to prevent them from continuous providing cover and international and political protection for all the crimes committed against the Syrian people and hold them moral and physical responsibility for all the excesses of the Syrian Government Troops
3- Serious attention of this case and give it high priority, and try to take care of victim families Psychologically and materially and educationally
